I don't see any way currently on the docs to create an external user group via the API, and the newest community post was from January of 2021 where it's 'in the future plans'. Is there any way to do this I am not aware of?
I couldn't figure out how to make them work, so we only create internal groups using IUserManagement.CreateInternalGroup Method: https://support.panopto.com/resource/APIDocumentation/Help/html/40b226f3-98ab-3c32-1810-49af5e4e3d45.htm

Unfortunately we don't currently have available RestAPI to create external user groups.
