We have a user seeking to conduct a research project to build a system that is notified when a new lecture appears in Panopto within a parent folder and the video and transcription be available for analysis to provide a feedback loop to the academic on specific aspects of the lecture. I am seeking any suggestions for best API to action this?

There's a setting on a folder which tells panopto to send an email to users when a new video is available.
Perhaps you could create an account to receive those emails, add it as a viewer to the folder and set the folder settings appropriately?
