  There are 3 ways to interpret your question so I'll answer all 3.

  If you mean to change what language the videos are captioned in automatically, yes, this is possible via this method:

  https://support.panopto.com/s/article/How-to-Reprocess-Automatic-Captioning-to-a-Different-Language for an individual recording

  If you have manually added captions, or altered automatic captions and wish to change the language of the file, you can download the captions and then reupload them as the new language:

  https://support.panopto.com/s/article/Manually-upload-Captions

  And finally, if you wish to translate a video's speech into another language, you can do so here:
