Is it possible to make the first row shorter or the same length as the lower row. This is an accessibility recommendation. It is more user-friendly.

It looks like this question may have fallen through the cracks, or the previous answer was deleted.
In either case, should anyone come across this post and would like an answer:
You cannot specify the length of each row because it will be determined by screen size. You can see this live by playing a video with captions on, and then adjusting the size of your window.
We do have a feature request to manually adjust the length/size of captions for better control over how captions are displayed. This is something our team is evaluating, so keep an eye out for our release notes to see if this is implemented in the future!
