Back-End Permissions Error Message Across Multiple Browsers & Users

Hello! I have a colleague who uses Panopto videos in a course for professors through Canvas integration. They have shared that multiple professors had the error message "Back-End Permissions Error" pop up for them, they refresh, and everything is normal. Is this a Browser and third-party cookie issue, as found here: https://support.panopto.com/s/article/How-to-Enable-Third-Party-Cookies-in-Supported-Browsers?
The many professors using different browsers is what is getting me, but I want to make sure I'm telling the professors the correct thing to do to fix it.

First, was the error specifically "Back-End Permissions Error" or is it possible that it was instead "403 Access Denied." I only ask because I've never seen the former, but the latter can come up in a few situations.
If you look at the folder(s), do they have the "::Viewers" and "::Creators" groups in place? If not, we've seen something similar here where those groups are not added automatically in some rare cases when the folder is set up (as they should've been). We've also seen the situation where users delete those groups, but it seems like there may be more going on.
In the examples I've seen the groups are actually created and populated, they are simply not added, so the fix is to just add the groups to the folder with the proper permissions. It's an easy process, but identifying them is not exactly a simple thing.
I've asked for a screen cap to see the actual wording.
