Long delay on available video from Webcam

Webcam driver and Panopto client update to data and reinstalled.
Very long delay is video available using a Logitech HD Pro Webcam C920. The webcam works fine and instantly for all other windows apps or for zoom as an example. However when launching the Panopto client it takes about 5 minutes for video through it to be displayed.
Any known issues with the device or any suggestions on further troubleshooting (video is instant when using the built in webcam that is not in use for the audio available also via the HP Pro C920).
