Auto-import LMS Video Files

It would be great if we had a slick tool to give to faculty to do a few things in situations where we have to make sure course videos have captions/AD/etc.:
- Import videos shared in the course as basic video files into Panopto and replace placements in Pages, etc., within the course.
- Copy Panopto videos that are shared in a course into the course folder if they aren't already there and replace embedded videos with the new version.
- Flag YouTube videos that are shared in the course that need to be manually reviewed for accessibility.
This would allow us to quickly ensure that all video assets in a given course that needs professional captions for videos. This currently represents a lot of effort, and things regularly slip by. Even better if this was an ongoing thing.
