Allow VSP but disable forward seek

Panopto should allow admins and video owners to prevent forward seeking but still allow VSP. Right now, it's all or nothing. These can be two different things from a user perspective. Many people watch/listen to media content at 1.5x because it can be easier to comprehend it when it's presented just a little faster than normal. This is a very common way to engage with media. Preventing forward seeking is valuable for different reasons that can be unrelated to preventing VSP. Please allow us the flexibility to choose based on a given situation.
