I've created a recording using panopto and I have a folder in the c:\panoptorecorder folder but its not uploading to my library yet. I've checked the folder and it has .panrv files not no video files I'd recognise.
Can I upload the files from that folder to panopto to recover my recording?

The .panrv files should be uploaded by the recorder to your Panopto. This sounds like an issue for our Support team to take a look at. To expedite this matter, and make things easier for you, I will submit a ticket on your behalf and let your local Panopto administrator know that you're having this issue.
