If you are working with a Panopto-LMS integration, members of your organization should be automatically set up as creators for a course once they are registered for it and log in through SSO authentication.
If this is for a Panopto site, and not an LMS, there is the option to batch create new users - simply follow the steps listed in our article, How to Batch Create New Users.
