Hi Joyce,
Unfortunately, the local Panopto recorder is only available for Windows and OSX. I would recommend using Panopto Capture on your Chromebook. You can access Panopto Capture from your Panopto website, by selecting "Create," and then "Panopto Capture (Beta)":
