HI, when adding new users to the panopto system, is their away to have a default setting made. as what we add a new user it automatically is set up without us having to set it up for each user to where it only records the input and output of the sound and not the video

At this time, there is not a way to do this. You may want to consider submitting this as a feature request, so that other users can vote on it and Panopto may consider it: New Feature Request.
