Panopto blocks for Moodle SOAP ERROR

Hi,
I used this article to install/configure the Panopto Block for Moodle (3.8.3) (https://support.panopto.com/s/article/moodle-installation-and-configuration-1)
Once done, I added the Panopto block to a course and used the "Provision Course" link.
Then I immediately receive an error message: Exception: SOAP-ERROR: Parsing WSDL: Couldn't load from... failed to load external entity.
Anyone here saw that error and have a solution or know what should I check (config, logs, anything)?

I don't use Moodle but in case you hadn't seen it yet, I noticed they just released an update to the plugin.

Tried the new version but I get the exact same error.

This is really strange because the LTI works but not the provisioning since the block makes a SOAP error.
@Cait McCabe, i already have an open ticket 00735151, i think that if this error can be traced back to Joseph Malmsten in Panopto shoudl be good idea.
